SMC-T applies to veterans with service-connected Traumatic Brain Injury who need daily aid and attendance and are not eligible for R2. It pays the SMC-O/P rate plus the R2 allowance. If a TBI patient would require institutional care without help, SMC-T applies. 38 U.S.C. § 1114 and 38 CFR § 3.350 define the rules.
